Our Process


Research

We conduct independent research into ordinance and resolution books in order to identify any and all enactments to be included in the codification.

Evaluation of Enactments

We analyze, organize, assemble, and edit every enactment adopted by the municipality up to the date of the execution of the codification agreement. All enactments are analyzed for their conformity to controlling State and Federal laws, applicable court decisions and administrative regulations, as well as their overall consistency. We provide a written report of our findings to the municipality.

Preliminary Editorial Report and Conference

We meet with municipal representatives to review the preliminary editorial report and chapter scheme for the codification.

Preparation of Preliminary Manuscript

We will prepare a preliminary manuscript of the code of ordinances pursuant to the municipality's input from the preliminary editorial report and conference, and submit a copy for each member of the governing body as well as the solicitor and the chief executive and/or administrative officer and code enforcement officer.

Editorial Conference

We conduct a comprehensive editorial conference(s) with municipal representatives and present the preliminary manuscript, pointing out all recommendations for amendments, revisions, repeals and new provisions as well as a general review of all current enactments.

Final Manuscript and Adopting Ordinance

We prepare and submit copies of the final manuscript incorporating all changes which have been requested by municipal representatives within 30 days of the notice from the municipality that all changes desired have been requested. We will prepare and submit a finalized ordinance which will adopt the code of ordinances and list all ordinances, specifically, which are amended, revised, consolidated and repealed as well as all new provisions. In addition, advertisements and procedures for adoption will be submitted.

Consulting Conferences

We conduct additional consulting conferences with municipal representatives to revise the final manuscript.

Adopted Code

We print and deliver as many copies of the code of ordinances as desired by the municipality within 30 days of final adoption including:
blue bullet Laser printing on 20 lb. paper (size 8 1/2" by 11").
blue bullet Tab dividers for each code chapter.
blue bullet Table of contents for each chapter.
blue bullet Alphabetic index for all enactments by chapter, part, section, and/or subsection.
blue bullet Disposition table which is a key to the disposition of all enactments.
blue bullet Appendix which is an abstract listing of all temporary or historical enactments which have been entirely carried out or complied with by number, date and key words according to suitable classifications.
blue bullet Cross reference of all original enactments, section by section.
blue bullet Presentation of the entire code on CD-rom in .pdf, electronically searchable format, usable in a stand-alone PC, portable to a local area network or postable to the world wide web.
