Keystate Publishers, Inc., began business on January 2, 2002. Its founder and president, Kenneth Lee Rotz, has been in the codification business since 1984. He was Editor-in-Chief of Penns Valley Publishers and then editorial consultant with editorial control over the contents of codes of ordinances until January, 2002. Mr. Rotz was awarded BA and MA degrees in English from Shippensburg State College (now Shippensburg University) and the JD degree from Dickinson School of Law. Editor of Model Ordinances for Pennsylvania Municipalities, 2^nd and 3^rd Editions (©Henry Fry), Ken has personally edited the code of ordinances for the two successful municipal mergers in the last 40 years, as well as over 500 codes of ordinances, statewide.

On March 29, 2002, Keystate Publishers, Inc., purchased Century-IV-Codes, Inc., from Elizabeth Smedley.

Keystate Publishers, Inc., specializes in codification of municipal ordinances and management of minutes, resolutions, and other documents in both hard copy and electronic format. The name of the firm is new and unfamiliar. Our names and faces are not new and many of you will recognize us from well over 50 years of combined experience in the ordinance codification business.
